Instead you are allowed to enter any province in the world that is not owned by anyone, owned by a tribal federation or is a colony no matter their current diplomatic status nor wether they are previously discovered or not.
If you want to automate land exploration you can only do so in the new world (north and south america) using "The search for the seven cities" which is a quest event thingy that gives you the chance of discovering one of the fabled cities. Any conquistador with the search turned on will automaticly discover any province in the colonial region he/she is currently in unless he/she runs into an obstacle, runs out of provinces to discover or dies.
