Faceting..
I'm currently playing as byzantium and the year is 1600 but I have not gotten the faceting event even tho I met all the requirements, and in m other games as byzantium or the ottomans and even venice I got the event.

yea always around 60-80

has the price of gems increased?

If it did, someone else got it.

though the only way to check who is to check every gem province and see which has the Diamond District modifier.
