revoke the privilegia
i'm playing prussia and it's the 1770s and i have racked up the 50 IA to revoke the privilegia. I have benelux, northern france, hungary, part of italy and poland in the empire but when i pass it, it's reduced to a few german states and benelux. how do i pass it so that all or most of the empire stays with me? i have [23/25] of the required states to gain legitimacy so my monthly IA gain has sunk from +0.20 to +0.13. how do i add more states into my mass of vassals?

It tells you what to do if you mouseover the flags in the HRE screen.

The (I think) biggest reasons for the AI to vote for a reform are your Diplomatic Reputation and the current Imperial Authority.

Get your IA to 100 (or as high a practically possible) and many more Princes will vote for the reform.
Also get your Dip Rep as high as possible: Influence + Diplomatic Ideas, advisor, several policies, ...

Then improve relations with all remaining Prices as much as possible: Marriages, alliances, gifts, Great Power Influence, Imperial Grace, subsidies, Offer Mil Access, ...

If you hover over the princes in the hre tab you see whether they will vote for it or not

They have to vote for it in order to get em.

Every point of IA over 50 is a modifier in favor of the vote for all princes.

1770 is a really late revoke tho.

True! Even a Renovatio is still possible at this point.

I accidently became emperor in 1600 and by then only 2 reforms were passed, i had trouble passing reforms because half the empire was heretics and a bunch of HRE land was owned by non-HRE countries, by 1700 i was able to get rid of all but 4 heretics and only 1 province outside of the empire

my dip rep is very high, +7 and what i'm taking from what you're saying is that every prince who votes for the reform will become my vassal and not leave the empire?

If you open the tab you see the list of ALL princes on the bottom.

If you get your mouse on the shields you see if and why they vote yes, no.

alright i see, now only 3 princes aren't backing the reform (austria, montferrat [montferrat is huge as ♥♥♥♥] and ragusa. Ragusa is close to backing it and austria will back it once i get 100 IA

Yes, those who vote for the reform will become your vassals.
Those who don't vote for the reform will leave the Empire and you will get claims on their provinces (if nothing changed since I did it the last time)

Yes, those who vote for the reform will become your vassals.
Those who don't vote for the reform will leave the Empire and you will get claims on their provinces (if nothing changed since I did it the last time)

And they will get a -600 opinion of you when you pass the last reform.
