edit: imagine when you find out the new conversion mechanics.
if you dont like the change, roll back to 1.25 or use a mod that removes the limit.
You won't get any corruption from TCs and you get enough money from them to easily pay the full amount to root out corruption.
In the meantime focus on getting more money out of the peace deals (early on extra money and war reps is definitely worth it to get a province or two less) to finance rooting out the corruption.
It's really not a big deal, but it railroads things towards the Trade Company regions a bit.
Is that really all that can be done?
IMHO, though, i think it's a neat mechanic, I find it a bit disheartening and annoying to contend with... at the very least, they should tweek the ammount somehow (like lower corruption gain, a bigger territory:max state ratio, increase max states, etc)
