How to form the Tsardom as Russia?

I've formed Russia as Muscovy in 1519, but my leader's title is Kniaz, and I see that I'm still on the duchy rank of government, but since I'm a principality I can't even change what government rank I am. I've tried searching online for a solution to this but I haven't found anything even talking about it. How do I progress from being a principality/duchy to being the kingdom/empire ranks, and getting the title of Tsar?

Government Form and Rank are two different things in eu iv.
Principality is the new government form for the russian tags, while your government rank pretty much is only tied to development (300+ you can promote to kingdom and 1k+ to empire) and forming countries sometimes changes gov rank.
In your case you have been promoted to empire rank when you formed Russia.

Hard to say what has gone wrong, forming russia should have granted you tsardom and empire rank. From what i can see you are playing with mods, maybe one of them broke the decision.

No idea either, sorry. Did you start at normal game date with ironman and formed Russia through decision or is that some custom nation game?

I'm playing with Extended Timelines on, so no Ironman, and I started around 1470, just after Moscovy had annexed Novgorod.

According to flag you have formed modern Russia instead of Russia aka Russian Empire. Haven't played this mod though

It's most likely the mod since it looks like you didn't form the right Russia.

The mod has NOTHING to do with it. i play EVERY PLAYTHROUGH with that mod and it works perfectly. The flag thing is just that the mod changes the RUS flag to the modern russian flag
