Vassal swarm is the strongest thing in the game, but it's also a pain in the ass to manage and give territories away.
try to give far away lands to the furthest vassals you can find with access to the sea so they don't get stuck out of range when you need them and don't just feed a single vassal, spread the lands between them to keep liberty desire low, find a couple of regions with high dev and a single culture and take them for yourself, maybe some zones for trade companies, all the rest goes to vassals.
might want to release some nations if they are done, if they are in europe and their capital is in the HRE they won't cost a thing, like poland, lithuania, etc..
But using them for coring can be difficult as they are stuck in the north, I've given them lands in egypt so I can get access to the other side of Suez to get them to control india for me.
Every time I finish a war I have like 40k ducats I have to spend on something
Edit: oh, the +50% income from vassals is pretty good for the HRE as well.
I wouldn't vassalize outside HRE, because they will have massive liberty desire. Unlike HRE vassals they will calculate all vassal strength in their liberty desire.
They would absolutely never start an independence war because of how strong you are though.
