Releasing Livonian Order...

I have captured a core of Livonian Order from Russia with the intention of releasing them as a vassal (going for Holy Trinity achievement) but they don't appear on the list of releasables. Save scummed and found I can't force Russia to release them either as they don't show up on that list. Am I missing something or is there some reason you just can't do it in which case I have the unenvyable task of having to do another 200 years as the Papal State (not looking forward to that).

It occured to me that you can't release vassals unless you have a province with the primary culture but can't you force them to be released? 4000 hours in and I'm still learning crap.

I did a bit of testing just now. And you cannot force enemies to release nations when they don't control any provinces with said nation's primary culture; just like the limitation to releasing them yourself.

The Livonian Order's primary Culture is Prussian, but none of it's starting core provinces are of Prussian culture. Once they're fully annexed, it looks like they're gone for good. You only have the option to release Estonia and Livonia.

I also tested Athens, The Knights, and Cyprus; all nations who don't having starting cores of their primary culture. And you can't release them either once fully annexed.

I did a workaround... Took just one of their cores and instead of releasing them I used the return province button which forced the province to return to Livonian Order (don't ask me why Russia didn't have a core when I took it, I don't have an answer for that one) and then diplo vassalized. Good to know about the forcing enemies.

Next mystery to me is how on Earth did the Livonian Order end up in the HRE when their capital was never in HRE land to begin with, but that came from not paying attention enough to that part of Europe and noone can help me there. :p
