Then get DLC or yuo wasted 10 bucks on an unplayable mess
Actually that game is fine without DLC. CK2 for exmaple if you don't want to be a Muslim, you don't need swords of Islam. If you hate deailing with counsils, you don't need Conclave (although annoyingly you can't buy the DLC, replace the counsil with crown laws and keep the favor system).
The problem is that there is absolutly no way to improve your provinces without CS. If you try to have a nice slow game with minimal expantion, you're sunk.
Art of War has things like tranferring province occupation, which some people think should ahve been in the base game.
