If I form Egypt, could I also form Arabia (or vice versa)

I'm having a good run as the Mamluks and forming new countries has always been a fun goal of mine. If I form Egypt, can I form Arabia afterwards or vice versa?

As I know Egypt can form Arabia. But Arabia cannot form Egypt.
Egypt can be createt by anyone whose primary culture is Egyptian and the capital is in Cairo (Not Arabia or the Ottos^^)
And Arabia can be formed by any state in the Levantine culture group except ones with Turkish culture.

That was my first goal, to form Egypt then Arabia, but forming Egypt requires Admin tech 20. I couldn't wait that long so I skip Egypt and instead form Arabia with Admin tech 10.
