They also haven't changed the attrition rules any recently, it's still the same as always.
in-supply suffers no attrition except in Open Ocean titles, but will slowly build up attrition since the last time they docked that'll suffer any time they are out of supply just due to the ship itself needing regular maintence in Dry-dock periodically for careening and pitching.
It's possible your repair threshold was set too low so the ship returned mid-mission to repair but there weren't enough sailors so it's sitting there waiting for enough to repair.
I wasn't saying that it was the exploration fleet suffering attrition. I was saying it possibly could have been other fleets, because since the Hungary patch I've had ships take attrition because apparently you need to reinforce ships now. I still don't know how that happens, but if you reinforce more sailors than you gain per month, you'll go down to zero in no time at all.
