Forming Ruthenia
How does one accomplish this as Lithuania? I know you need to have Beylorussian as your primary culture, but how would i accomplish that in the current patch? As of right now, i only have 30% Beylorussian, yet Lithuanian is only 20%....any help?

From what i understand you need to shift your primary culture. You do that from the "goverment?" tab where the accpeted cultures are.

I know, but it says i need 50% Byelorussian, yet I only have 30%
My other cultures are Ruthenian(26%), Lithuanian(22%), Ryazanian(14%), and Polish(5%)

well then keep convertion provinces to Byelorussian.

its only a promoted culture, not the primary, or can you choose which one to convert it to? I've never converted a culture actually.

Okay in the build tab, it has many options, one of them is cluture conversion. It costs diplo points and it's slow but from there you can covert provinces to a culture you wan. Once you reach a certion number in your goverment tab you can shift your culture.

Yeah, I can only convert cultures to Lithuanian, not Beyolrussian. Will moving my Capital to a Beyolrussian province help me change culture?

You can get rid of the provinces you own that do not have Byelorussian culture. That is probably the only option you've got.

Does releasing them as Vassals work?

If you have Byelorussian as an accepted culture you can convert provinces next to Byelorussian ones.

Also, I think developing the Byelorussian provinces will make them a bigger share of your total development. Once you reach 50%, you can do a culture shift.

Hey.

I think your best bet would be to move your capitale to a high dev Beyolrussian province and see what options you have from there. When you can convert to another culture you will get a new option in your event menu.

You may need to release some vassals of your dominant culture to be able to culture shift.

Hey

Ah I see. Then I would probably go for a county with a cool name or something.

Try checking the eu4 wiki. That will give you more info on how to do this.

So, I released all my vassals, moved my capital to a Byelorussian province, and I still have only 40% Byelorussian Culture. Im thinking of Purposely losing a War to the LO, giving them all of my Lithuanian provinces in a Peacedeal, making it so I can culture shift, then reclaim them all later.

Hey.

You could just give some provinces to your vassals. You can do so in the Subject menu. I'm actually thinking of doing the same kind of thing with Poland. Becoming Prussia as I hate playing within the HRE.
