My other cultures are Ruthenian(26%), Lithuanian(22%), Ryazanian(14%), and Polish(5%)
I think your best bet would be to move your capitale to a high dev Beyolrussian province and see what options you have from there. When you can convert to another culture you will get a new option in your event menu.
You may need to release some vassals of your dominant culture to be able to culture shift.

Yeah, that may be my best bet. Also, I dont have Common Sense so I cant develop the Beyolrussian provinces unfortunately
Ah I see. Then I would probably go for a county with a cool name or something.
Try checking the eu4 wiki. That will give you more info on how to do this.

You could just give some provinces to your vassals. You can do so in the Subject menu. I'm actually thinking of doing the same kind of thing with Poland. Becoming Prussia as I hate playing within the HRE.
