as for your vassal question, that should work. you will still have AE for taking something even if you give it back. ally the emperor, or start another war before ending the first, core whatever you need to or force vassalize, then end the 2nd war; no unlawful territory issues.

You do receive something like a -30 relations with all HRE members when you annex a HRE vassal of yours in addition to the regular relation negatives from annexing. It's not usually a big deal unless you are making a run for Emperor where you want all the positive relation you can get.
You can reject the emperor's request for the provinces, but you take a large relations hit with him and he gets a casus belli on you. Although if you in any way rival the emperor (alliances are key) he probably won't try anything. For example, if the Emperor is allied with all his electors and Hungary (something he usually do to stay Emperor) and you are allied with France and Denmark (strong nations) then the emperor really can't declare war on you unless he intends on getting curb stomped. If your alliance if stronger than his and willing to come to your aid in a defensive war then the emperor won't do a whole lot.
You have to be very careful when you are taking provinces with the HRE tag on them due to the significant increase in aggressive expansion that you incur with all HRE members when taking provinces. You can easily begin a large coalition with the ceding of 2-3 provinces at one time. When a coalition forms, your pretty much screwed. If the coalition is strong enough some allies may abandon you. I've had a coalition of 116k form against me in 1450 as Austria when I vassalized all of Bavaria in one war. Needless to say, i figured out very quickly that I needed to minimize it.
Btw coalitions can form when your aggressive expansion exceeds 50 at any given time. There's more to it but keeping AE below 50 will ensure no coalition forms against you.
I think he still can (thus no hardcoded block) but he won't do it, especially if your relations are high.
