How to refill garrison?
When you reach a certain level of professionalism, you gain the ability to refill garrison. But how to you use that ability? I can't find the button.

Place some Infantry troops in the Fort. Select the unit, there should be buttun to refill garrison.

Do people actually use this?

Personally, I have never used it. not once. But I also prefer to play without Cradle of Civilization.

I used it initially when I got CoC but have not done so ever again. It’s just not worth it unless you plan on going far from that province that you would t have the time to make it back before the enemy takes the fort back. Still even then I wouldn’t use it honestly. Probably more worthwhile in multiplayer I suppose otherwise I would stay away. Pretty much also goes from using the increasing supply limit in an area as well when you have a higher level of professionalism, the other professionalism effects worthwhile however but those previous two seem to be more catered to multiplayer settings than single player which I exclusively play.

It can be useful on occasion if the fort in question is strategically important and going around it takes time (e.g. Gibraltar, Constantinople, Aden, ...):
An example might be Hungary vs Ottomans:
- Take Edirne and Constantinople
- If a big Ottoman army approaches from Anatolia refill garrisons and retreat
- Use the additional time the Ottomans need to siege to recruit more troops, unite your carpet-sieging armies, wait for allies/subjects ...

In some situations this additional time can easily be worth the cost.

It's very situational but is a mechanic that I feel most people don't bother with.

This is true (to varying degree) for many mechanics in the game: They may have its uses in some special situations but when you are in such a situation you had completely forgotten that it exists or they are so playstyle-tied that you simply don't bother with them when not roleplaying/going for a specific achievement/playing just for fun/...

My biggest use for Refill Garrison so far (and I use it very very rarely) was in my Ethiopia game were I took the Ottoman fort in Damascus (I think) which blocks the way into Arabia/Africa (QQ didn't give access so so going around for Ottomans).
Refilling the garrison gave me enough time to finish sieging Ottoman's Arabian allies with my other army and moving those troops and fresh reinforcements north to finally fight Ottoman's main army.
