List of Free cities
Is there a list of the possible free cities? I know the initial ones and that it's a function of modifiers, but it seems like that limits the possible free cities to some short list.

The emperor can grant free city to any OPM in the HRE, but Monarchies get a HUGE minus for accepting, thats why you mostly see Republics as Free Cities. It can be surprisingly tricky to find people to grant free city status as the emperor. I had dip or influence and maxed out relations with them still i couldn't get most to agree.

Yea, that's why I asked about whether anyone had put together such a list. You can basically only get a republic to be a free city and even then it's not a lock. I thought maybe someone would have compiled a list of them.

Hard requirement = no way around it ever

Monarchies have a malus towards free city as monarchs tend to not want to share their power for some reason
Militaristic leaders get a malus due to wanting to expand their realm (breaking the OPM part)

Both of those can be negated, monarchies by superior diplomacy and leader by time and so the first notion still stands that the only hard requirement is OPM.

You can't negate a -1k modifier, that is the devs saying NOPE.
But you can wait for them to die.

I respectfully disagree. OPM is the easiest to achieve as you can conquer/allow them to be conquered down to size -or if necessary release OPMs using imperial CB.

Either way it is correct to say that republics are the easiest way to go.

As Austria, it's incredbily easy to overcome a -50 modifier. Just jack up diplomatic reputation (which you should probably do anyway as it helps you keep the empire).

A list of targets isn't useful, as governments and rulers change.

However, check this list instead taken from the wiki.

So, if you have neutral trust/no Cossack DLC and maxed relations+alliance, you need 21 points resulting from diplo rep, aka +7 diplo rep.
100 Legitimacy is +1, second HRE reform is another +1, as is the diplo advisor. If you are on good terms with the pope, that's another +1 for twenty years in exchange for 50 papal influence. Diplo/Influence ideas are +2. If you are Austria you get another +2, which is enough to convince monarchies. If you don't get a bonus through your national ideas, you either have to take both groups or combine diplomacy with some other groups that grant a +1 policy. Offensive, Quality and Expansion work, but there are other combinations that you can check in the wiki.

I just played a game in the HRE. Monarchies are very doable but I think Theocracies are impossible.
