报告翻译问题
There could be reasoning for this (which I am not seeing atm). I took a quick look at the PDX bugs forum, did not see any thread about this.

Steam\SteamApps\common\Europa Universalis IV\missions\French_Missions.txt
Does specifify not to use middle column for random world:
NOT = { map_setup = map_setup_random }
and I assume it disables every French mission in the same column, no matter that Milan/Naples are unrelated to the colonial. As far I understand by trying to mod missions, this is how the game is coded.
Weird, Portugal loses some missions about new world when RNW is active but remaining missions are properly on place.
You could report this, just use latest version 1.28.3 as I am sure nobody bothers to fix earlier version anymore.
I am then going to report the bug later this evening.
