True, their best features were added into base game for free.

AoW has some snippets, like Marches and selling fleet. But main thing it gives are Religious League War and Revolutionary Target. Both for western Europe only and revolution is really end-game stuff so very little for countries in other continents or for players who rarely reach 1800s.

Common Sense has bunch of small stuff, none of which I would describe as amazing. I am not sure if any of this will be useful for you since everyone plays different way:
- More flavour stuff for Theocracy, buddhist, Protestant
- parliaments,
- government ranks
- free cities in HRE
- more subject interactions
- National focus.

Same goes for every DLC really. Buy them on sale if you want but none of them are required to enjoy the game. They are more of "ok, I have played this for 500 hours and it all starts to look little too much of the same thing, let's spice it up a little". With multiple DLCs you can always turn one on and some off when you want slightly different game.

Looking at the features previously listed above I would definitely still purchase it. I very much still use the features that are exclusive to it. Can’t remember, are client states exclusive to it? If it is then I would still say it’s a big deal; client states are huge for those that want to do world conquests. If they aren’t part of it then it’s not as big but still worth owning. Revolutionary governments are fantastic even if they are late game mechanics (you can get them as soon as 1710 rolls around though).

Is national focus a part of Art of War though? That’s definitely part of Res Publica but I’m not sure it’s in Art of War.

- Client State is from AoW
- National Focus is available from both Res Publica and CS

Oh right I didn’t notice the Common Sense part my bad. Since AoW gives client states then I would say it’s still up there as far as “necessary” DLCs go. Being able to use Client States in the late game is a big deal if you play into the 1700s like I do all the time.

I very rarely bother with late game so I have never used Client States myself.

You don't really need anything else if you're getting started. Considering the change to changing the occupations is now part of the vanilla game the main draw for Art of War is gone but like I've said before, the other features are great and can be used in most campaigns. If you continue to be into the game read up on what other DLCs give and choose what you'd like to try out. Also doing multiplayer games means you can test out some DLCs you don't own but the host does.
