Return Core was really only useful if you didn't have province transfer since you could return cores to other nations you held directly (or if you want to give territory to nations who aren't involved with the war).
Which is probably why it isn't showing up. You most likely gave occupation of it to Byzantium already so it's not returning cores, it's giving a war-ally territory (but since they have a core on it, it's functionally the same under the reconquest CB).
its stil very usefull,esspecially for reduced AE.i just returned cores to aragon and naples for 100% warscore and after it spain was very angry-no one else
