Mamluks have four ideas based on trade, which isnt bad if you want a nation based on trade but Trade and Colonialism can do it too and way better. Its military ideas arent as good either. Cavalry combat ability is only good in the early game, Manpower recovery speed is meh and only the 5% Disciplin are actually good. Production efficiency, Yealry prestige and Stability cost arent really needed either.
Arabia is much better compared to this. It only has four worthless ideas with Trade Steering, Global trade power, Cavalry flanking ability/cost and yearly prestige. National manpower modifier is always good, since it gives you more manpower, both leader traits are always good too, gives you always a good chance for a high star general. National unrest is also always welcome and Missionary Strenght speaks or itself.
Arabia has Arabian ideas, Mamluks have Mamluk ideas, so i am pretty sure you can get Arabian ideas, when forming it with Mamluks.
Arabia has no unique ideas.
The "Arabian Ideas" are generic ideas for all nations within the Levantine Culture Group that don't have unique ideas.
Forming Arabia does not trigger the "New Traditions and Ambitions" event.
(The same for example with "German Ideas" and Germany. German Ideas are for every country with German Culture that have no unique ideas and if you form Germany you allways retain your national ideas and cannot change them.)
