For massive early game boost, Defensive or quantity.

I am no pro, but my favorite is just accepting france is already strong and go for other ideas first: Innovative ideas are great if you get it maxed out quickly and after that move into quality ideas. When both of those are finished you get that sweet infantry 20% bonus:)

France is strong early because of Elan, which gives a big morale boost. There are two ways to approach things from there, which are A) stack infinite morale so your troops become ravening death seekers who never flee or B) ignore morale bonuses because you're already better than all your neighbors in this department. If A, get defensive, if B, get offensive. France's start is powerful enough that the late game is going to be a faceroll if you play your cards right early, so you don't really need to stack a lot of military ideas on top of France's already excellent NIs since there won't be any nations to match you. In my opinion, you should rather get influence to reduce AE since that will be your biggest hurdle in the early/mid game.

Sadly influence doesn't do that anymore though, they moved that to espionage. You can still use influence if you want to heavily rely on vassal play though.

Like what the others said. France is so unstoppable in military modifiers early game that by late game it shouldn't really matter. Focus on idea groups that let you expand faster. If you really want them I would personally go with Offensive and than Quality, which combined with Economic opens a policy for another 5% discipline, than a discipline advisor, and absolutism, etc and you can very quickly find yourself with Discipline to rival Prussia or the Ottomans, while already having way better morale.

I would get the offensive-innovative-quality triangle going on. You already got an early morale boost, no need for defensive, combat ability pips and disc to top that Elan off with.
