When to form Qing (Manchu)

I'm currently in a Jianzhou to Manchu game. It's 1504, I'm 2nd great power (almost 700 dev), and Ming is no longer a threat. They have been at 0 mandate for years now, currently bleeding -0.47, only have 5 tributaries left, and 42k troops with only 2k manpower.

Is there any reason for me to form Qing or just stay as Manchu? Or is there someone better I could form eventually that I just don't have the decision for?

This is my 1st game in Asian and as a horde so any additional tips would be amazing.

well Ming gets a huge debuff when there's a huge horde faction bordering them like Manchu. Once you form Qing that debuff goes away and Ming can recover pretty quickly once its gone. If you're absolutley positve Ming won't be an issue then I say go for it and form Qing. There aren't many interesting tags to form nearby, except Yuan I guess.
