You could find threads that ask how to get rid of a Pirate Rebuplic since having low tradition wont change it into a dictatorship. There has been one a while ago
But something else for OP, if RT doesn't matter to a Pirate Republic, then you should still consider that stab cost is good to keep down, and high RT also gives unrest reduction.
I've been keeping RT for my Pirates around 50-70.
There has been at least one post on reddit and one forum thread about this topic.
Unlimited Merchant Republic states + infinite ruler mana vs stability cost.
With Rights of Man (?) You can just dump all mil points into raising tradition as you dont really need them anyway with constant 666 rulers.
Since ruler loss doesnt cost stab the +200% doesnt hurt that much but its still better to dump mil instead of admin.

Yup.
0 RT is the best way to play a Pirate Republic, especially as a Catholic. Go for it.
