If you know who Florryworry is, he did an American one culture WC as a Mughal Horde which is even more insane because you need to convert a province to your religion before you can culture convert it. He had the one faith completed in 1790. He did use an exploit to convert all the Non-Sunni land in trade company regions. If you use the propagate religion trade policy and then constantly switch between having your merchant collect and transfer trade, each time you do it another province will begin the conversion process. Even without this it would have been possible because for the first 90 years he didn't do much conquering other than taking a few key provinces in Tibet and India that would allow him to form the Mughals as a horde while also having a parliament.

I was really hard in 1.26, now it is not that bad, depending on what religion you choose of course. I mean, you can convert in states again, so what's the problem? When I did one faith as Byz I had 20%+ missionary strength, surely extra -2% from territories won't matter so much.

And yeah, you can always use HRE vassal swarm.
