Forming Punjab as Delhi

Hi there, im going for the restore delhis old borders acheivement ( whatever its called ) and I like to try and get as many acheivements as i can in each run ... im just curious if i switch over to sikh can I form punjab directly as delhi or would my only opition be releasing it as a vassal ... playing them and converting. Ty!

To form Punjab:
-primary culture of the Panjabi
-is Sikh
-is not Steppe Nomads
-administrative technology of at least 10
-is not at war
-owns as core provinces Lahore (507), Doaba (2075) and Sirhind (510)

So yes, you can form it directly as Delhi (after you change culture).
