1. modify the mod that the converter created before starting the eu4 game. Then you have to give your friend the modified version of the mod
2. start the game in single player and use console commands to modify the game (the wiki has a list of commands[eu4.paradoxwikis.com]
3. modify the save file directly
Is there any program with a graphic UI to modify my mod? I have no experience in modding EU4. Or an alternative to modifying game save text files? You know, something easy to use.
The wiki lists a few tools to edit mods[eu4.paradoxwikis.com], but I don't know if any of them are uptodate.
They are (at least the important ones)
Not entirely sure what OPs plans are, but i can list some of the important ones:
"debug_mode" - enables debug mode that lets you see country tags and province ids when hovering mouse over them (important for the next one), write the same again to disable
"integrate (country tag)" - annex a whole nation and get cores one on it (not to mix up with "annex" which doesnt give cores)
"own_core (province id) - gives you specific province with a core
"tag (country tag)" - switches you to another nation ingame, lets you smoothen the borders and manage other countries
Besides that you have some important ones for monarch points and cash listed at the wiki at the top - if you want to improve development a bit and get some buildings to improve the starting income.
