As for Cradle it's ok as an expansion if you are play in the middle east alot. Otherwise it's not really much use outside that area..Drilling I don't really use that much..

For every nation in the world it adds Army Professionalism. Basically, if you are not in the war, and not using your armies to suppress rebels, and not using mercs, and have enough money to pay full maintenance, you can drill each of your armies with General.
(there are a lot of IFs in this, you will not manage to drill your armies as often as you may think, and same time AI is constantly drilling their armies so they are somewhat stronger you may expect)
Once Drilled to max (which will take quite a long time), the unit has bonuses:
+10% Shock damage
+10% Fire damage
−10% Fire damage received
−10% Shock damage received
+20% Movement speed
Now if you go into war with that army, the Drill value will start to drop pretty fast so it is most useful for quick wars. All your new units have 0 drill, and combining 2 armies averages the combined drill value.
The most useful feature from drilling is actually random chance of General to gain +1 boost.
Also, while drilling, you will improve your country overall professionalism level, which when maxed gives:
+10% Shock damage dealt
+10% Fire damage dealt
+20% Siege ability
It takes several centuries to max this and every 20% you unlock extra bonus.
Notice that mercs can not be drilled and hiring mercs lowers country professionalism while higher professionalism also increases merc cost. So do not drill if you use mercs.
