For me it was not worth the time as the changes didn't make for any deeper and fun play. It was pretty tedious regardless of whether you play in the India region.
The game is getting to a point where the interface is getting too bloated and obtuse. Starting to wonder whether Paradox would be better off moving onto the next version. The feeling I have is last few expansion and immersion packs are too tacked on and make the game less fun.
In short; wait for a better sale :)
Yes as a button on the provinces, but the DLC let's you add buildings to that which don't cost building slots.
