missing api-ms-win-crt-string-l1-1-0.dll

For a while now ive had this problem where it didnt start. I then figured out, by trying to open it up by the files, that i was missing api-ms-win-crt-string-l1-1-0.dll. So i googled it, people mostly have this problem w/ api-ms-win-crt-runtime-l1-1-0.dll so i looked around for a while and found some things that SAID they would help and i tried them still nothing worked. Thats why im here now trying to get answers. PLZ help this is my fav paradox grand stategy game! and first too!

Apparently it's a part of a Windows update (KB2999226), do you have that installed?
and vicky2 is better btw

I don't see how what a dll is is relevant to this, and to check if you installed the update you can go to (at least on win7, should work on 10 but I don't have 10 to check it out) control panel > programs and features > view installed updates then search KB2999226 there.
