- A generator for a Random New World.
- An expansive addition of new mechanics for tribal nations in North America including migration, buildings, native ideas, reforming the government, a new mechanic for casus belli and federations.
- Ability to play as one's Colonial nation
Other then what the above poster linked and quoted, no it doesnt add anything unless you are playing a nation in the new world. Colonizing nations will have no benefits at all from purchasing this dlc since all the meat was included in the free patch.
El Dorado and wealth of nation's are good choices for colonization as well.
If you are NOT interested to play with random New World, you do NOT want to play as Native, and you do NOT want to play as released Colonial Nation, then this DLC adds nothing to you.
One of the things that confused me was a remark in this thread:

"CoP helps also if you want to play as a PU-subject (Naples, Holland, Sweden, etc)." - I assume that person has it wrong then.
Sorry, my bad.
