It is possible to stop it, but tends to be really difficult.
Paradox actually got rid of that stuff back in EU3 (EU2 was especially rife with scripted events that don't care what you've done, they'll happen anyway because history said so).
Eu4 is pretty much the same as EU3, events can only happen if the stuff that allowed them to happen is still relevent when it's time to fire. if you do something to remove those conditions, it'll not happen. (such as the Fulani rebellion. If the land is unoccupied, they'll simply occupy it. If someone has colonized it, it'll spawn rebels who try to take it. If you culture convert the land to a different culture, they can't spawn at all since they can only target provinces with hte proper culture).
