Casus Belli on Islands
I'm playing as Mamluks, now Arabia, and I'm trying invade Madagascar. I can't get a claim on their land because It obviously doesn't border any of my land provinces, and I was wondering igf there was any way to not take the stability hit of no casus belli?

You can fabricate claims over sea zones if one of your provinces and the target provinces border the same sea zone.

There are several provinces on the African Coast which you can use to fabricate on Madagascar (there are (I think) two sea zones which border both the coast and the island).

Also if you plan on going to india, and have exploration you can colonise the small island south of maldives, and claim your way to india from there.

Or if you have Expansion you can directly fabricate claims in any Trade Company Region province (even far inland, no adjacency required), which Madagascar is also a part of.

Didn't they remove that ability and replace it with something to do with states?

No. You get +5 states as well as being able to fabricate claims in trade regions.

Trade regions can be seen from a map-mode, probably under the 'Geographic' tab covering much of Africa and Asia as alternative if the New World is full. You wont be able to explore though without a explorer in the exploration idea group, nor does having exploration ban you explicitly from colonising these places anyway, its just convenience to fabricate on a nation that's already there.

If you have Dharma DLC you can also just for a disproportionate amount of gold buy out a province on the Indian Coast for a headstart when you're in range.
