You mostly gain it from Naval battles. And you need to fight larger countries.

i have the largest fleet in the mediterranean, i can split it but other navies all have 2 star admirals
while i have 2-3 pip admirals so i probably would end up losing my navy

like he said, mostly combats and blocking ports.
u can also passively keep navy tradition high by building lots of light ships and use them to either protect trade or privateer. The formula is:
Naval tradition = (light ships x 2) / naval force limit.
So, for example, if you have 100% of your naval force limit consisted of light ships doing either one of those 2 tasks, you will have +2 navy tradition increase, which is huge.
SO never leave your light ships idle! Plus u can always go above your naval force limit, becuz it's not nearly as expensive as going above land force limit, so don't be shy.

i dont know if u know this. but are u using mostly galleys in the mediterran? becuz they get combat bonus in inland seas, they are better than heavy ships early on, becuz they occupy only one combat width, as opposed to heavies, that occupy 3.
So picture like this: if u go mostly heavies in the mediterran, it's like you're a big powerful lion being attacked by millions of mosquitos. Eventually you'll die becuz u are massively outnumbered.
Going full galleys in the mediterran means you'll use many more ships during battle, rather than reinforcing a few ships constantly.
Also, dont engage with transports in your composition, because they will occupy the combat width and they have far less cannons. And also u lose morale fast everytime a ship dies in the battle, so one more reason to not engage with transports. I hpe that's clear.

as i said, almost half of my navy is light ships, so yes, they are doing a pretty good job keeping me around 30 naval tradition, i also almost always above my naval limit (i do build shipyards however, nothing bad can come out of it)

and yes, i am using mostly galleys with a bit of heavies (1 heavy for 10 galleys is my navy comp)

then u are doing pretty much everything that u can in your power. maybe go for maritme ideas and the policy. playing especific nations also helps.

u have to understand that the AI cheats in this game. So they are probably rolling multiple admirals until they get one that is 3 stars. they cheat sometimes to compensate the human player, who is vastly superior in terms of intelligence and strategy.

They only cheat on higher than normal difficulty.
