No-one else gets to have pure cav armies without some penalty, though Poland might be able to overcome the penalty.
The penalty is -25% Tactics
Read that as being -25% Discipline to realize how big of a penalty that is.
You need more hours in the game before you start pulling people up on information like this.
Hordes with tengri faith can have 100% cav front rows with no penalty, it's what makes a money making horde so strong especially if they can take advantage of banners.
You would essentially lose all your advantages if you tried...
Then again, Poland gets offensive advantages while the penalty is a defensive one.
So you would become like a Rogue type, high offense with no defense.
Winged Hussars idea adds another +10%
If they get a loyal Cossacks estate that would be another +10%
And Sunni grants you an extra +10%
That's as much as Poland could get in an average game, 90%.
The Age of Discovery Cavalry Armies ability grants +20%, but it's unlikely for Poland to get 2/3 of the other buffs by then.
+33% Polish idea 4: Winged Hussars
+20% Aristocratic-Espionage: Noble Loyalty Act
+10% Aristocratic idea 1: Noble Knights
+10% Quality idea 3: Finest of Horses
Just make 50% inf + 50% cavalry (and artillery for second row) armies and you will wipe everything. Specially if you use only mercs for Infantry, you basically lose no manpower during the battles.
