-DS screen is 256 × 192 pixels, that is very-very small to include the map that on PC uses 1920x1080 pixels
-it also has no real CPU or enough memory to handle the game Ai that starts to lag even on modern PC. And while you could theoratically reduce visible map details you still need to go through all the AI decisions to move their troops and manage diplomatics and economy, these things require CPU speed
-pretty much whole game is about clicking buttons and picking menu items, which in DS is complicated. Yes you could perhaps emulate mouse clicks with DS buttons but it gets pretty annoying pretty fast
-DS is not even manufactured by Nintendo anymore. And while 3DS is, their current console is instead Nintendo Switch. If you start to convert the game now, and we can assume it will couple of years at least, you are able to release it 2021 or later, it would make little sense to release DS game that year
-converting PC game to Nintendo systems is not easy. Converting PC game to XBOX or PS4 is much easier as these consoles are basically stripped down PCs anyway
I am not even sure EU4 should be converted to mobiles, which these days are much more capable devices. Much of the problems would still remain, for example trying to control game based on mouse clicks with the fat fingers while covering most of the visible screen with hand. Not to mention that average price of mobile game is still near 0.

Yeah...no.
It may be "fast"but phones released today are faster than the 3DS and even they would die from this game.
