Help forming Westphalia
I'm playing as Munster (Theocratic German one) and I need to be an elector or out of the HRE to form Westphalia and become a monarchy. I already killed two electors and third one on the way for diplo annex, however the Emperor which is currently Austria doesn't give the electorship to me instead choosing some OPMs. Any advice?

But basically keep good relations with the Emperor, Ally and RM him. Be a large HRE nation and dont be a heretic. There are lots of other little bonuses and maluses as well that you can find out about on the forum post there.

Edit: These are to become the Emperor by getting Elector votes but i'm assuming much of this stuff comes into play when becoming an elector as well.

That guide seems to be for EU3 not EU4. I also cannot RM because Munster is a theocracy and pretty much cannot get relations over 50 due to my expansion in HRE.

The ai always prefers granting electorates to OPMs, the more you expand the less likely you are to be granted an electorate position. Your best bet is to just form a monarchy and force a PU on an elector. Another option would be to leave the HRE, keep just the 5 provinces needed to form Westphalia, form it and rejoin then retake the lands you gave away with the perm claims.

To elaborate:
If you inherit (not integrate!) a PU junior who is an Elector you also inherit the Electorate.
