Mission Acquire Subjects doesn't trigger

Hi All, I am playing with Milan on Iron Man mode,What should I have to do to trigger the mission Acquire Subjects? I unified italy and I acquired all the small states, I cored them and still it doens't trigger. What's your opinion?

Vassals, Colonial Nations etc.

You need at least 2 vassals.

vassal, colonial nation, PU, trade city all work. tributaries don't
