[Updated] How to revert Europa Universalis to a previous patch
Previously you were able to revert back to earlier versions of Paradox Development Studios (PDS) games at will on Steam. These specific versions predate the enactment of the General Data Protection Regulation (GDPR) - hence they are not compliant with the new policy.

In order to continue our endeavor to reach full GDPR compliance, we have designed a new system regarding the access to earlier versions of PDS titles: from the 1st of October 2018 onward all previous versions of PDS titles will be locked under a Steam password.

After 1st October, you will need to log into the Paradox Plaza website with your Paradox Account to access the codes for previous branches of each game that you own. This will, however, require you to link your Steam account to your Paradox Account. In an effort to comply with the GDPR, this is something we need to put behind the Paradox logins as it requires agreement to the Privacy Policy and Terms of Use to adhere to the GDPR guidelines.

To get the codes for previous versions:
Go to https://accounts.paradoxplaza.com/games and log in (or create) your Paradox Account.
You will have to link your Steam and Paradox accounts to see your games - where your codes will be listed.
To link your Steam and Paradox Accounts: simply go to the Settings tab. Under Steam account click connect (you will then be redirected to Steam to confirm your action).
With that done the Games tab on Paradox Plaza will show the list of codes needed to revert to previous versions.
See below to revert to older versions under passlock.

How to switch to old branch versions:
Go to your Steam Library and select your game of choice.
Right-click and select Properties.
Under the “BETAS” tab.
Enter the relevant code retrieved from Paradox Plaza and click “CHECK CODE”.
Select the version you wish to play and wait for Steam launcher to finalize the switch.
If the previous step fails, exit the game, right click properties, local files, Verify integrity of game files and wait for all files to be verified.

Did you go to https://accounts.paradoxplaza.com/games ? You must not open a specific game there. Instead go to the end of the games list. Below all of the games is the text "Access earlier versions" and next to it is a button which is labeled "SHOW". If you click on "SHOW", you can see the codes.

AFAIK there is no way to revert to older versions on the epic store and even if there is such a feature, you will never be able to revert to 1.29.6, because that version doesn't support the epic store.

I wish more game publishers realized we use Steam for a reason. We do not want to go outside of Steam. Others will no doubt feel differently. But many will not, I suspect. Game manufacturers can certainly choose to ignore this -- but they will forfeit some part of their customer base. At least one person, at least. :)
You mean that you don't want to go to the paradox website to get the code for versions before 1.27? You know that it is a legal requirement for paradox to make you accept the privacy policy, right? And steam doesn't offer them a way to make you accept the privacy policy before downloading the old version. And the old version can't show you the new privacy policy, because it was not programmed to do so, because the legal requirement didn't exist when it was created. So you have to go to the paradox website to accept that policy.

So i will never be able to play any versions between 1.7 and 1.11? They deleted up to 1.16?
This used to be m all time fav strategy game and i played a heck of a lot, but always hated 1.12 so much i only stuck with earlier versions and now all i see is 1.4 no ironman...
I hope my code just didnt work right or something.. i was forced to update before moving files to new HDD and now this.

Older versions have been removed from the betas list to make room for newer versions. But this forum comment[forum.paradoxplaza.com] explains how you can still get other versions

Thanks for the info and link, i know it's not really paradox fault but what a pain :p
I wish patches meant bug fix, added content and such but with EU4 patches/DLC mean replacing every mechanics and transforming the whole game like the devs really hated the original and wanted nothing of it to remain. I really loved the early versions up to 1.11

I must be blind or stupid but how do you find manifest ID # for older patches? when i look at the database anything below 1.16 isn't listed anymore, i am looking for 1.11.4, all i see is same "beta" versions or dlc

Are you looking at https://steamdb.info ? Then you need to login with a steam account to see the older manifests(I guess the steam account has to own eu4, but I'm not sure about that).

Yea sorry, i didn't want to give acc to that website but no choice, i finally got everything working, took me a while had wrong version of dotnet, had no bat file, had wrong manifest #, but all good now :)
This game pre 1.12 is too precious to lose, well worth the trouble. Thanks again.
Campaigns last longer than update cycles. Make it possible to stop updating altogether until one has finished a campaign.

This is something you would have to ask steam, because they removed the option from their interface
