Why am I not getting the Basileus achievement?

Im not getting the achievement even after having the required terrority.

That's not the achievement. That's what you need to convert to the Rome tag.

@OP load your game up and click on the achievements page, scroll down to Basileus and hover over the number/number part and that should tell you what you're missing. It will highlight any provinces needed, as well as any other requirements.
