They're part of the challenge of a large and over extended empire. If you're new and just want to be able to supress them rather than deal with them the way I did it was going into the console and doing "mil" I think it is. This will give you MP and let you supress rebels until they chill out

supress them with a army stack, dont take to much uncored land at once, keep stability and religious unity high. a stable empire should be able to manage rebels pretty well

Then make your people happy. Don't invade country after country you need to keep your people happy or there wil revolt and then you will fail

Rebels keep my soldiers employed. Otherwise I'd cut their salaries and not pay maintainence.

I have several thousand hours with PDX titles and never did a single ironman game. Why play vanilla when mods exist.

Welcome to reality. Any empire needs a decent army to supress the people that don't want to be part of it. Without rebels you'd blobb even harder, and it's already a joke in vanilla.
