Should I move my capital to Constantinople?
I'm playing as the Mamluks and managed to absolutely obliterate the Ottomans. However, I'm wondering whether I should from my original capital (27 development) to Constantinople (24 development). I would be downgrading, development wise.

Your original capital is better located and now somehow better developed (WTF Otoman AI?). I think the solution is clear.

Oh, that's because I never let the Ottomans get to Constantinople in the first place. I never gave them a chance.

It depends, do you have the DLC that enables trade capitals? If so, then no, if not then yes because the Constantinople trade node is much, much better than Alexandria. If you can just move your trade capital then nah, Cairo is much harder for ai nations to get to.

Or you could even go as far as taking Venice and making IT your trade capital and funnel all your trade from the Alexandria node AND the Constantinople Node to the Venice end node.

True but that's a long term project as you need to gobble up two more nodes, not to mention get more merchants.

Trade nodes aside, moving your capital to Constantinople lets you go revolutionary in the late game as it is in Europe (requires the right DLC again though).

Is the Revolutionary government better than the Mamlukian?

Keep in mind this only applies in the Age of Revolutions which starts in 1710

Revolutionary Republic, and then into Revolutionary Empire if you want is basically objectively the best government in the game because of the obscene bonuses you get from being the Revolution Target.

You get the Spread the Revolution CB instead of Imperialism which gives you

50% AE
150% Prestige
50% Warscore Cost

Imperialism

75% AE
100% Prestige
75% Warscore Cost

Revolutionary Republic gives you

+2 Tolerance of heretics
+10% Morale of armies
-0.20 Monthly autonomy change
+3 Number of states

Revolutionary Empire gives you
+25% Natinal Manpower Modifier
+10% Morale of armies
-0.20 Monthly autonomy change
+3 Number of states

And being the Revolution Target (The first and only Revolutionary nation in the world gives you)

+10% National manpower modifier
+10% Morale of armies
−0.15 Monthly war exhaustion
−50% Unjustified demands
−15% Land maintenance modifier
−15% Naval maintenance modifier
+40% Land force limit modifier
+40% Naval force limit modifier
−100 Yearly papal influence

All of which stack with your government bonuses. There's never a reason not to go Revolutionary unless you just don't want to.
