Weird how it doesn't take into consideration your base manpower, but only your base tax, your base production, and your vassal's base tax.
Kind of, the goal of this run is "Prestor John".
I ended up allying with both Medri Bahri and Alodia, I need them out of the way so I can work my way north.
For some reason I was hesitant to conquer the lower peninsula since I thought that might drag me into more conflict that was nescesary, but that seems like a good path now.
*edit* Colonialism is due to spawn in a year or two, I'll just use that opportunity to boost my development like mad. hopefully that will do it.
Your manpower is afaik taken into consideration for the "military power"-modifier.
Also, only provinces in states count! So conquering half of the world won't help as long as you can't turn more provinces into states.
According to the formula it doesn't, but that would make sense if it did; because I have conquered my local area all while having approximately 0 manpower; due to being 1 to 2 tech levels ahead of all my neighbors.
Which is frustrating because I can see the AI going "You don't have the manpower to fight me!" which I would respond with "That's true, but you have a 7 stack of troops and I have one of 32...you know how that first fight will go...right?"
