Whose Ideas are better? Italy vs. Venice

I can become Italy in 4 years when I annex my vassal modena, should I become Italy instead of being venice? I am at odds with Ottomans but I have France as an ally and both of us can maybe defeat them. I basically have free reign over italy and can take on anyone alone but france and the ottomans. I get an excess of 30 ducats per a month with my force limit reached. I have 13 forts and am protestant. Will give screenshots or let you watch if needed. I really want that -25% core creation cost and will get administrative ideas.

You get to choose whether to take Italy's ideas or keep your old ones so you should form Italy for the permanent claims at the very least.

Well in my opinion Venice ideas are trash tier, as you only get naval/trade bonuses. Italys ideas are damn good though, as you get rid of AE extremely fast with Improve relations +50% and the military bonuses and core creation cost isn't too shabby either.
