Missing enblocal.ini and enbeffect.fx

I installed the Enhanced Lightning and FX ENB (ELFX) and I'm 100% sure it works properly.
It looks amazing and is very dark.

Buut the vampire sight isn't working that well. Normally, you open the ingame ENB menu and change one little option and everything works fine, but I can't open that menu.

I also have no enblocal.ini inside my Skyrim folder and the message "press this + that button to open the ENB menu" is not appearing after starting skyrim. I think that happens because of the missing enblocal.ini file. This file defines the buttons I have to press to acces the ingame menu.

I reinstalled the ENB via NexusModManager, but I still don't have any enblocal.ini.
I'm not sure whats causing that.
Does anyone has an idea, how I can edit my ELFX enb?
