-open trade goods map mode
-search for provinces that have blue stripes
-open province view
-check tooltip of coal (You must have embraced the last institution and the province needs 20development)

It's present on certain tiles from the get-go, however you can only access it once you've embraced the Enlightenement, and if you have 20+ innovativity OR if the tile has 20+ development . If you look at the goods produced map (I think that's its name), then tiles that have light blue (cyan ?) stripes are the ones that have coal to unlock.

Get on Santa's naughty list.

Some provinces will always become coal once you've embraced enlightenment, but other provinces with at least 20 development can also potentially switch to it randomly.

20 innovativeness or if the province has 20 development and the province must have Enlightenment present there then the coal is available to be mined in that province. Coal is so valuable it’s ridiculous. Even when you get the event that reduced the price from its base of 10 trade value it only gets reduce to like 7 which is still the highest in the game I believe. Coal is OP.

Well it was more diifcult than I thought it would be but I got the achievement "Industrial Power House" I used the Ottomans. Normal difficulty

With this latest patch the economy actually matters now and is a bit more difficult to manage. The AI is holding its own in war better than ever before. as well.

Probably easier with england or france. If you conquer the other you already have your 10 coal provinces. While the ottomans can snowball more quick they also have a long way to go to get coal provinces.

Agreed, England/Britain is by far the easiest to get that achievement. It's aaaalmost as if that achievement was designed for them. :)

The coal always spawns in the same territories every game though. England has five but then you still need 5 more. One in Spain, one in France, one in the german region , then there are three adjacent to each other in south east bohemia. That is only nine then you have to go deeper into the balkans to get the 10th or failing that, the Crimea region has 2. IMO doing it as England would be even more difficult.

Oddly enough, thanks to all the AE/coalitions in Europe, I had to take the 10th one from Oirat after colonizing the Far East - it helped that Russia never managed to integrate Perm, so they couldn't get access to Siberia xD

5 in england
1 in france
2 in burgundy
1 in Lorraine (almost burgundy)
last one either in aachen (almost burgundy) or northern spain or if you plan to finish the english mission tree in india/bengal.

No need to go that far into the hre or balkans :)

Oh , yes there is 2 in Burgundy and 1 in Lorraine, I see. Ok, then England would be a lot easier. So much cursing at the screen for nothing yesterday.

No the reason England/Britain is the easiest (and there's a reason I mention Britain) is because you get missions to go all the way to India and Indonesia and if you're also colonizing North America you get more there too. There are a lot of places that have coal and Britain is streamlined to pretty much go towards the provinces where coal appears. And on top of that England has claims all over France and Burgundy through their missions as well as the chance of getting France as a junior partner in the earlygame meaning you get coal there as well by default.

Yeah, i got the Coal achievement just in the process of doing Anglophile.

Though noted, some of my coal provinces were 20+ development event flips and not garunteed coal producers.
