Development cost caps at your max point capacity, so you can develop ridiculously high with console.

He also thinks that it might happen occasionally for the AI as well because some provinces have gotten more development than it would usually get. Maybe not as ridiculous as the amount he got but still pretty high.
That will be fixed so we won't have to see a 5000 development Haixi again, if today's dev diary is any indication.
