I can't find anything about when the event can no longer fire, but if there is that limitation I'd have to imagine it's before 1629; so you may very well have lost your chance but Im not at all sure.
Beacuse i play as Scotland and England just reformed to that :s

Modifiers for this event are the statute in the restraint of appeals, being England (greater modifier if Great Britain) and owning London. It's not a guarantee for England, but that's going to be the most common scenario. But to answer your question specifically, yes, it is too late.
