If I recall correctly enacting the decision "Declare Statute in Restraint of Appeals" increases the chance of the event firing. Not sure if anything else does. You also don't have to be Protestant to get the event, in fact you may have to be Catholic; not sure.

I can't find anything about when the event can no longer fire, but if there is that limitation I'd have to imagine it's before 1629; so you may very well have lost your chance but Im not at all sure.

I remember someone posting that Anglican can only spawn before 1600, so I think you've missed your chance. Also the event only fires once ever for all nations that fulfill the requirements, so if Scotland got it and refused to spawn Anglican than it's probably gone.

You must have a capital in the British region and be in the British culture group with at least 10 cities. It doesn't matter which Christian faith you are, but you can't be defender of the faith. The protestant reformation must have fired and it needs to be 15 years after that. 1600 is the cutoff for the event to fire. It can also only trigger once in a game. Doesn't matter if it triggers for your country or another, whether it's accepted or denied. It won't occur again for anyone.

trigger = {
has_dlc = "Rule Britannia"
is_religion_enabled = protestant
religion_years = { protestant = 15 }
NOT = {
is_religion_enabled = anglican
}
religion_group = christian
is_defender_of_faith = no
capital_scope = {
region = british_isles_region
}
culture_group = british
any_owned_province = {
region = british_isles_region
can_have_center_of_reformation_trigger = {
RELIGION = anglican
}
}
num_of_cities = 10
NOT = {
is_year = 1600
}

Modifiers for this event are the statute in the restraint of appeals, being England (greater modifier if Great Britain) and owning London. It's not a guarantee for England, but that's going to be the most common scenario. But to answer your question specifically, yes, it is too late.

Looking at the code, there is a way to force guarantee that you get the event if playing as England: be the only British nation with 10+ provinces. Scotland starts with 13 provinces, so just take 4 of their provinces before the event can trigger.
