Just to correct: Forming Germany does not change your government type to "Empire" as there is no government type Empire.
It changes your government rank to Empire, thus giving you the rank dependent boni but it does not change your government type.
So if you form Germany directly as Dithmarschen, you become a Emire rank Peasant Republic.

So it seems that if I want to keep that government type then avoiding the formation of Westphalia might be nessecary.
