A few ways to get out of it is to culture shift to Dutch
Culture convert provinces(though not possible in your current state due to seperatism)
And wait it out, they die down at some date(can't remember when, 1650 mashups?)
Way to stop it (afaik):
1. Change cultureof the Provinces
2. Wait till 1650, when they should end
3. Have 100% autonomy (not sure)
3 might actually be true as well, I've heard some talk about that, but never pursued it myself.
Not sure it's beneficial for your empire though :P
Pretty sure capital+culture switch does do the trick? It did last time I was playing in the area, which admitedly is..... Some? Time ago :$
Thing is, he just conquered them, so, you know... Seperatism :P
