when you have gotten to 20 worth of spy network you can use that to make a claim on a province. eather by clicking on the fabricate claim button, also in cover action menue, or by clicking directly on a province and there is a button there to make a claim if you have the spy network.
so the 1st claim cost 20, and then it goes up by 5 for each one after that, so 20 for the 1st, 25 for nr 2 and 30 for nr 3...
This will give you claim on one province. Notice that you can only fabricate claims on the countries next to you, not just any country all over the world. You can keep fabricating claims on same country for multiple claims but each will cost 5 network size more.
To start a war you only need one claim, you can take other provinces too in peace deal, not just the one you have claim on. Those you have no claims will simple cost more warscore and cost more to core.

- Deus Vult: last idea of religious ideas, against all bordering nations with another religion
- Defender of the Faith (for Christian and Muslim Religions): If country A shares your religion and country B (pther religion) attacks A you can get (there are more conditions) a CB to attack B (to defend A indirectly)
- Diplomatic Insult: through events or as diplomatic action against you
- Colonialism: when a province of you which has no connection to your capital and is on another continent borders a province which fulfils the same conditions
