Form Croatia
I want to form Croatia as Hungary and I have some questions:
Is it necessairly to conquer Ragusa? How do I get Croatian as primary culture?

Owns its core provinces:
Zagreb
Dalmatia
Ragusa
Varasd
Slavonia
Lika

To get Croatian your primary culture, it has to be 50% of your stated provinces. Make sure every province with Croatian culture is stated and start to unstate provinces of other culture (hungarian) until Croatian goes up to 50%. Then you need 100 diplo power to Accept Cultural Shift.
