How do l buy spread of renaissance to my cities and where can l see if l embraced it or not?

Go to the technologies tab, in the upper left corner you should see a button for institutions, there you'll activate the world map for institutions. If you want the progress on a specific province, click on one of your provinces and on the right side of province view you should see a button for institutions. There you can see all the modifiers of what you need to boost your institution spread.

Without Common Sense DLC most institutions spread from neighbouring province to next over time. Since many spawn in Western Europe they can take hundreds of years to reach far corners of Asia or Africa.

With CS DLC any country can spend Monarch Points to develop province. Every time you increase development you also get % of closer to embracing oldest institution in that province. Spending enough monarch points can took single province to 100% and so institution starts to spread from there into your country.
